DeFilippo, 68, who lives in Hillside, said she had been considering retirement, “and after many years of public service, I believe the time is now appropriate.” She said that in the 13 years she has been head of the improvement authority, she had transformed a “long-dormant” agency and completed $330 million in projects. Her resignation is effective Aug. 1. Neff’s comments came during an April 10 hearing on an authority application for $20 million in financing for work at the Union County College campus in Cranford.
